How do waterproof motorcycle boots work?
Waterproof motorcycle boots use a special "bootie" liner, which is a sock-shaped membrane that's sewn in between the outer shell (the leather or textile) and the soft inner lining. This membrane (the most famous is GORE-TEX) has microscopic pores that are too small for water drops to get in, but just big enough for sweat vapor to get out. What's the difference between "waterproof" and "water-resistant"?
"Water-resistant" means the boot has been treated to repel water, and it will hold up in a light, short shower. "Waterproof" means it has a dedicated membrane and can be completely submerged in water (up to the top of the boot, of course) and your foot will stay 100% dry. For serious touring or commuting, you need true "waterproof."

Are waterproof boots too hot for summer riding?
They can be. That waterproof membrane, while "breathable," is still another layer, and it will trap more heat than a non-waterproof, vented boot.
