REV'IT! Fluid Cooling Neck Collar
I'm not sure about this.
I wouldn't call this product magic, by any means. And I'm not even sure it works. If it does, whatever cooling it might do is overwhelmed by how bulky it is around the neck.

The sun protection I needed
Haven't used both the neck and wrist bands yet, but wanted to comment on fit, since there were very little information. I have small wrists at 7.0", and the LARGE size wristbands fit perfectly. All the velcro grabs, so can't imagine anybody but a baby needing the small ones.
The neck band was another story: with my also small 15" neck, the LARGE is huge. A couple of people said they had to add velcro to the small one at 15.5" neck, so there was conflicting information. Decided on the large, and it grabs maybe an inch of velcro, but leaves a lot of the band hanging. Maybe the small would have been fine, and that's exactly what I'd order if I had to do it again. The other people saying it fit a 15" to 15.5" neck were probably right. But didn't want to risk returning it too due to being too small, so decided to keep the L. It'll be behind the jacket neck, so hope it doesn't flap around at speed. Otherwise I might have to add velcro to it. Hope this helps.

No more roasted brains
Great product, does an excellent job of cooling the neck and brain. After a 1-hour ride in 107 degrees with a Phoenix jacket and Defiant lid, I had no symptoms of redlining my head meat (believe me, live in AZ for more than one summer and you get to be *very* familiar with them) and the collar still had plenty of water. It feels a little stiff under the jaw when you first put it on, but that goes away while you're riding. Sizing: my neck is 15.5" and I went with the large.
Absolutely recommended. Wish I'd found this years ago.

Here in Guadalajara, Mexico mostly of the year is sunny and warm, this product is the best to enjoy Sunday's rides without the heat at the road.

Simple, easy to use and comfortable
This collar does help keep you cool. It's easy to use and fits great. Worth the money...

Decent product, works well
BLUF: Good if you are in hot and dry climate. If you live in a humid environment, this will not work well, just as with any other product like this requiring evaporation of water for cooling effect.
I live in Las Vegas, and this did make a difference, especially in 100+ degree weather and of course while in movement. Sitting still at a light it obviously will not help, but it does provide coverage of the neck from the sun which is a plus. Wish the Velco area was longer since the wrap around did overlap too much leaving some loose material. A medium size option would have worked best if available. Also, manufacturer should have considered identifying neck sizing for small or large - I had to research to find out to go with large size. Length of time it works is not as long as claimed and it does not hold much water. This is pricey for what it is, but easy to use in comparison to using a cooling towel.
Side note: Something to consider...the combination of my jacket and the additional noise reduction neck collar of my helmet somewhat diminishes the benefits since it is not as exposed; but nothing against the product in this regard.

The neck collar is a little large and it could be a little wider so cover more of the neck. The collar does supply good covering around the neck and protection from the sun. The cool feeling only last for around an hour. I live in Las Vegas and the Temp is over a 100 this works great

Not a Dramatic Difference
I tried the REVIT Cooling Neck Collar a few times this week in high 80s F. Virginia weather. Fell short of my expectations. The special HyperKewl fabric does not absorb a lot of water as advertised. I suppose this is beneficial for full vests. I found that if I soak my buff and pull over the REVIT neck collar it works much better. The size, fit, and construction is good. I give it a neutral recommendation.
I wear my Klim Badland jacket. So, it can get pretty hot when the temps are in the high 80s and 90s. So, I wet down my neck buff and back of my shirt every couple of hours.
