Great rain Jacket option Bought this jacket with the pants. Both are a must for those long rides when the weather turns for the worst. Jacket fits well when you use with your normal ridding jacket. Seals up great, no issue with any leaks ! Very Happy with this Jacket. August 20, 2012

Answer: 
The Frogg Toggs Highway Toadz™ Reflective Jacket has an adjustable elastic waistband with shock cord and dual cord locks.

In other words, the entire waistband is not elastic. However, there are elastic shock cords that run along the waist which can be adjusted for a custom fit.
