Answer: 
While these may keep you dry in a short sprinkle, we would not recommend them for torrential downpours. Typically, items that are not specified as waterproof or water resistant by the manufacturer will not have these qualities. Keep an eye out out for shorthands such as WP, GTX, or Rain.

Answer: 
Water repellent and only on certain areas of the pants, because they are made of several materials. They dry fast though and protect you in the right areas, I have had them off road and they protect you well and are easy to clean.

Inseam
Take a pair of pants that fit you well and measure from the crotch to the bottom of the leg.  For shorts, measure from the crotch to where the shorts will end.
