Good, not great
I purchased these to use on top of my Givi Outback Panniers which they are perfectly designed to work with.

In practice I have been using one of the pair as a tail bag when riding off-road. It's a good size for fitting tools, water bottle, some odds & ends, but it is not great at remaining attached.

The worst feature on these bags is also the most functionally impairing, the d-rings that you use to affix the bag to your bike.

The d-rings provided are the 2-piece style, which are prone to loosening when any kind of force is applied to the bag straps other than the uni-directional downward force that keeps the friction hold in place.

To get around this you can use an additional strap like a Rok Strap, or you can use a quick-click-tri-glide to make a very strong hold. I have used the Rok Strap method and have had great success with the bag, but it is frustrating that the d-rings that Givi choose are flimsy and weak. Givi, if you are listening, use a better fastening system in future iterations of this bag.

Once you get past the strap issue the bag is quite good. It's got a hi-viz rain shield with twin straps that marry to d-rings on the long ends of the bag. The expandability is a huge plus. It also ships with a shoulder strap to allow to walk with it should you need it.

Bottom line, it's a solid B/B+ bag. If you want a tail bag get a wolfman or an enduristan, If you need a general purpose expansion bag that gives up to 15L of storage and have Givi panniers, this is a great choice. It is also a very economical option, which given your use may make or break your decision.

is it waterproof ?

BEST ANSWER: The bag is not waterproof, but it comes with a rain cover that is hi-viz and which straps to the bag.
Do the straps line up with touratech pannier lid tiedown loops?
