Answer: 
I'm not sure why Tour Master chose not to make this in a High-Viz, however, sometimes manufacturers will come out with that colorway the season after a product release. We'll have to see what they have to offer in 2012!

Just my 2 cents:
I bought this jacket in black and grey. And it is awesome.

The sleeves have two reflective stripes which create a very shiny beacon.

Research has proven that jacket color is not really a factor in reducing accidents. The helmet color is the main difference. It should be white first than hi viz yellow. Look at what cops wear, white helmets and dark uniform with reflective stripes.
